NATO's North Atlantic Council formally activated JFCNF, located in Norfolk, Virginia (USA), the world's largest naval base, on 26 July 2019. It is the latest Joint Force Command in the NATO Command Structure, alongside with its sibling headquarters in Brunssum and Naples. Its focus is on the Atlantic and its surroundings as well as on the sea lines of communication.

The aim of the meetings Rear Admiral Henry conducted in Brunssum was to better understand JFCBS' mission and perspective and further developing a common understanding of the two headquarters' overlapping responsibilities.
