Brunssum, The Netherlands – On 20 and 21 May 2025, Allied Joint Force Command Brunssum (JFCBS) led a NATO delegation on a visit to Azerbaijan, one of the participating nations in the NATO Partnership for Peace (PfP) programme.
We thank our hosts for their hospitality and the engagement towards increasing interoperability with our Alliance and actively promoting dialogue and consultation with NATO
The programme is based on bilateral cooperation between individual Euro-Atlantic partner countries and NATO. It allows partners to build up an individual relationship with the Alliance, choosing their own priorities for cooperation.
Activities under the PfP programme touch on virtually every field of NATO activity including: defence reform, defence policy and planning, civil-military relations, education and training, military-to-military cooperation and exercises, civil emergency response, and cooperation on science and environmental issues.
Azerbaijan also cooperates with the Allies and other partner countries in many areas including security and defence reform and counter-terrorism. The event was conducted within the Cooperative Security realm, where NATO’s support for the country’s reform efforts is a priority.
As head of the delegation, Major General Stefan Fix, JFC Brunssum Deputy Chief of Staff for Support, met with the Head of International Military Cooperation Department, Colonel Elchin Abdullayev. The NATO delegation also paid a visit to the Azerbaijan Naval Forces and the Department of the Military Police, in order to discuss the way forward to foster interoperability in these fields.

Meetings with PfP nations are conducted by NATO on regular basis, and the cooperation between JFC Brunssum and Azerbaijan is well established. The country has been member of the programme since 1994. Presently, it is one of three PfP-nations that have a permanent representation at HQ JFC Brunssum
Summarising the visit, General Fix said: “We thank our hosts for their hospitality and the engagement towards increasing interoperability with our Alliance and actively promoting dialogue and consultation with NATO.”
